.All vehicles should be supplied on a 'Fully Inclusive' basis. This means exactly what it says, you need no other insurance! There may be local charges for things you may have ordered as 'Extras', child seats for example, but you will know what these charges are when you make your booking.
What is 'Fully Inclusive' car rental insurance? Everything you may need, protection-wise, should be included in the price such as CDW (Collision Damage Waiver). This covers against any damage done to the rental vehicle in an accident. Loss Damage Waiver, or LDW (specifically for the USA and Canada) covers also against damage to the rental vehicle involved in an accident or theft of the rental vehicle. Theft Waiver covers against theft of the vehicle (but not personal items in the vehicle). Third Party Liability covers against damage to the other vehicle, its occupants and to any other third party involved in a collision. In the USA and Canada, this can be increased above the amount required by law to $1,000,000 coverage depending on the company/broker. Airport access fees, road user surcharges, and environmental fees, may also be covered where applicable.
This is only a basic list. Some companies will offer slightly different coverage based on local, state, and country laws. There should be no more fees that you are required to pay unless stated at the time of booking due to local laws.
"Subject to change by local supplier without prior notice" is an all-encompassing phrase used because, in all honesty, brokers are sometimes at the mercy of locally applied changes and not always forewarned about. So, as a courtesy and in an attempt to prepare the customer as best they can for any eventuality it has to be said.
Fuel policies will also differ by car rental company, some preferring to offer you the choice of paying up front and bringing your rental car back on empty, or paying to fill it when you return it. Some international car rental companies will have different policies in different countries.
If you are given the choice, should you pay up front? Well, that depends on whether or not you know if there's a filling station near the return point. If there is, it's usually cheaper to pay local prices and fill it up as you return it. Rental companies may charge extra for the service of filling the tank up for you. However, if you either don't have this knowledge, don't have the time, or don't' want to have to bother, then by all means, pay up front. In many cases the savings are actually quite small.
Car rental companies that do not give you the choice and insist that you bring the car back full or pay to refill on return, normally charge a fuel deposit to cover this. This is usually a charge on your credit card. So, you should check before you collect your rental car what the fuel policy is.
