Properly Displaying The American Flag
Flag staff height depends on the size of the ensign in use
. The larger the banner, the taller the staff required.The U.S. ensign is always the first up the pole if more than one ensign is to be flown from the same rod in the United States. A second emblem from the state, community, society or scout unit may be flown under the U.S. banner.
Commercial banners should not be flown from the same staff as the U.S. ensign. It is never permissible to put another country's flag above the United States' on a pole.
Ensigns should be raised up the pole quickly and lowered ceremoniously. The United States banner should be raised each morning and lowered each night.
If the ensign is to be flown throughout the night, there needs to be proper lighting to keep the emblem visible through the night. There are many methods of lighting a staff, including with solar light, spotlights and overhead lighting.
When the light is shining upwards on the ensign, it should cover the banner as it flies in any direction. If you have a flag on a rod, you need to know how to light an ensign on a rod so it is illuminated in the sky out of respect to the banner.
When displaying a series of ensigns on individual staffs in the United States, the U.S. pennant is always placed in a position of honor. Any other emblems flown in line should be placed to the left of the U.S. ensign.
The banners may all be the same size or smaller than the U.S. pennant, but no other ensign should be larger. No others should be placed on a taller pole than the pole that flies the U.S. emblem.
The banner of the United States should be the first flag raised up the staff and the last down. The banner of the United States of America should be flown on the highest rod in the center when there are a number of emblems displayed in a circle or group.
To place the emblem on the pole at half staff, hoist it to the peak of the rod for an instant and then lower it to a position half way between the top and bottom of the staff. The banner is to be raised again to the top of the rod for a moment before it is lowered and removed from the rod.
On Memorial Day the pennant is displayed on the pole at half staff until noon. After noon the banner is displayed at full staff until sunset.
The flag of the United States of America is to be flown from the rod at half staff during times of national mourning or in honor of significant government leaders upon presidential or gubernatorial order. Eagles should not be used to top outside poles since the wind may wrap the emblem around the eagle and tear the pennant.
The gold or silver ball on top of the rod is preferred for outside poles. Indoors, an eagle is allowed.
While there is no official statement about the direction the eagle should face on the rod, many believe that the eagle should face as if it were flying toward Washington, D.C. In times of war the eagle is sometimes turned to face the direction of our troops on foreign soil.
The eagle on the pole that is with the deployed troops faces back home, in the direction of the United States. The eagle on top of the pole should be gold or silver in color.
Be sure to learn the appropriate way to hook the emblem to the rope before raising the flag. It is inappropriate for the emblem to touch the ground in the process.
If you are by yourself when raising the pennant, place it over your shoulder to keep it from touching the ground. It is best if there are two people to remove the emblem and fold it properly in the triangle fold.
If you are taking the flag off the rod by yourself, lay it on a flat surface in order to properly fold it. If the flag does touch the ground, however, you do not--despite popular belief-have to burn it.
