1. Clown

A clown costume can be achieved by either putting a mask on the child or using makeup. The latter is a cheaper option. Simply put lipstick on the child's mouth, (in a wild way), and on the child's nose, (to make a clown nose). You can then get costume makeup to put white foundation on your child's face. This should cost no more than $5.
