The technical explanation of lumen is this: A lumen is the conventional measurement for every unit of luminous flux, a measure of the known power of light. That's mainly because watts and lumens determine two very different things. A watt is a single unit of electrical energy - in other words, input. A lumen is a quantity of light intensity - output. More basically - a light bulb works by using watts to make lumens.
A normal 100 watt incandescent light bulb uses 100 watts of power to release about 1500-1700 lumens, or more or less 17 lumens per watt (17 lm/w). We've noted for a long time that it's not a very economical way to make light. By contrast, CFLs being the most common substitute for incandescent bulbs, which release 35 to 60 lumens per watt. Meaning that you can get exactly the same amount of light for one half to one quarter of the power spent. LED lights offer even more lighting productiveness. There are already company making LED lights that release 100 lumens per watt, and the U.S. Department of Energy is in progress with an energy strategy that consists of LEDs that put out 160 lumens per watt by 2025.
At this time, LED lights and lighting remain considered very costly for typical home lighting - but that's not the case in flashlights and portable lights. In fact, LED lights really shine for the flashlights.
