Can vehicle insurance be purchased by someone who is homeless

? When vehicle insurance is required in order to operate a vehicle, how does a homeless person provide a legally valid address? Does this mean homeless persons will be discriminated from operating a vehicle legally, thereby rendering them "carless" as well?

I have never seen one that would not accept the local homeless shelter as the address. Before he could OWN a car he'd need a legally valid address. The law does not require a home addres, although many insurance companies will have such a requirement. As somebody who works in an urban hospital and deals with the homeless on a regular basis, I can tell you that virtually all of them have some sort of legal address. Sometimes it's the address of their mother, sometimes it's the address of their dealer or the place where they usually crash, sometimes it's the address of the social service agency they're affiliated with.
