Restaurants are often happy to give discount coupons or certificates for free food. Other types of businesses can also donate certificates for discounts or free trial offers.
Be creative when asking about donations. Golfers love free drink and food. Small bottles of water or sports drinks and single serving sized snacks are great additions to the bag that your participants will like to see. The more stuff in the gift bags that people like, the more positive word of mouth advertising you will get when it comes time for your next event.
