. Asbestos that is not damaged is not a health hazard. It is only when asbestos fibers are released into the air is a health hazard realized. A decision involving asbestos removal should only used as a last option, due to the severe health dangers of the material.
Removing asbestos is always a challenging job. Many precautions must be taken, like workers properly clothed and protected from inhaling harmful fibers. Removing large segments of the material is the best way to proceed. The removal process will go smoother, and in a safer manner if the damaged asbestos is damp. Keeping as many of the fibers as possible from being inhaled is of primary concern.
There was a time when installing asbestos shingles was in style. If the shingles are intact they do not pose any health risk. It is only if they are broken that causes a concern regarding fibers being inhaled. If in good shape many homeowners simply place vinyl siding over the ACM. If eliminating the shingles is required you can simply cut the heads off the nails and the ACM will slide right out. This method keeps the ACM intact.
When removing ACMs it is necessary to seal off the work area, like windows, vents and doors. When working in commercial buildings it usually best to remove an entire boiler that is coated with ACM, rather than trying to remove the material in the project area. Sometimes workers will cut entire sections of pipe that are wrapped in asbestos insulation to keep the ACM intact. Power tools are not usually used because of the toxic dust they will cause.
In the USA the federal government regulates asbestos removal policies. There are several states that have implemented their own laws too. In fact, many localities have passed ordinances to further regulate the safe removal of asbestos materials.
As has been mentioned, asbestos removal is only used as a final alternative. Undamaged asbestos is perfectly safe. Sometimes covering asbestos is a wiser choice to make. If this method is implemented a full disclosure of this fact must be made should the building be sold, or torn down. If demolished all asbestos would have to be eradicated first.
Property owners are held responsible for all asbestos, and any health issues caused from asbestos exposure. Certainly, it is wise to hire a specialized company to remove asbestos. Doing so does not relieve the owner of the property of any possible law suits. The firms that conduct this kind of work are well versed in the regulations and proper procedures.
In summary, if the asbestos in your home or building is not damaged it might be better to encase the damaged area. This remedy is most likely a more cost-effective way to go. Naturally, if the ACM must be removed hire a firm that can perform the process safely. Keep in mind that any loose fibers released into the air can cause serious lung diseases, and the property owner is liable for all damages.
