Agricultural sector has been the backbone of the development in the developing and emerging markets. USDA the American department dealing with farming has been of great importance to these countries, it does not do it alone but with the help of the private sector to steer up the development in these sectors. The role of USDA has had impacts both on the developing and the emerging markets. One of the greatest ways in which it has achieved this is by transfer of technology across the continents.
Methodology
The research in this paper was done through inductive method. This procedure involved observation of reports on the projects and plans that USDA has put in place to help the developing countries in their agricultural sector to curb the problem of food insecurity. The observation also entailed going through the measures that have been taken by various countries so as to meet the objectives of the USDA to those countries. This eventually led to the topic under discussion.
Objectives
The objective of this research was to establish the role and the extend in which USDA has assisted the developing countries in achieving their development goals in the agricultural sector. It also aimed at finding out the role in which the public and the private sector have in the transfer of technology therefore leading to success in the affected countries.
What is USDA?
USDA is the American department concerned with policies on farming, agriculture and food. Its objective involves improving food production in the country and help farmers in their needs. It also works towards safeguarding the welfare of the agricultural trade as well as production. This at long run will promote constant supply of food and curb hunger in the country. Apart from food, it also looks into ways of protecting the natural environment which if not done so will ultimately affect the agricultural sector. It does not only look at the welfare of the American community but also to the world in general. This department is headed by the secretary of Agriculture.

Through the Foreign Agricultural Service it coordinates exchange of ideas with developing countries in various forums. The American government allows the foreign researchers to cooperate with the USA researchers so as to help in the adoption of new technologies in the agricultural sector. It also supports trading in foreign land. The developing countries that participate in these forums benefit both in long and short term basis. Some of these benefits involve their free visits to the USA and attending scientific trainings and other research work that will help them give back to their community at the end of the visit. USDA also comes up with programs and implements them that are meant to improve productivity in the agricultural sector. USDA has also linked up various nations world wide and this therefore promotes trade between different counties. For instance, from 1984, the Cochran Fellowship Program has been able to help developing countries with market based agricultural training in the USA. This program aims at helping the participating counties improve in their agriculture and ultimately be able to trade globally. The developing countries have also gained from the Norman E. Borlaug International Agricultural Science and Technology Fellowship Program. This program was established by USDA to give approximately 8 week's training and research to enable researchers get into international agricultural scientists. In these forums the researchers are subjected to experts who become their mentors in the research. These researches and training are normally carried out in the universities, research centers or private institutions in the USA. At the end of the training, the trained are normally accompanied by their mentor to help in establishing of the learnt programs. This program has grown ever since its establishment in 2004.
