In examining the nature of tourism and particularly international, was discovered no single approach to defining this term. In the study of nature tourism and international in particular was found no single approach to defining this term. Due to the variety of interpretations of the term "tourism", the most appropriate for tourism to understand the socio-economic phenomena are closely interrelated with the elements of the tourist complex. Research approaches to the classification of types of international tourism allowed to say that in Ukraine there are various of its classification and to date no single approach. In this regard, we proposed to follow the recommendations of the World Tourism Organization (WTO) and to select two categories of international tourism: 1) entrance tourism, is traveling to any country people who are not its people, 2) outbound tourism, ie residents of any country traveling to another country.

Further study of specific international tourism in Crimea possible that its development due to core functions: economic, social and humanitarian. The leading role belongs to the economic function, which is determined directly affected by the expenditure of tourists with the exception of imports required for the full provision of goods and services to tourists. The social function of international tourism is expressed directly through the flow of funds in a tourist area during the season, increase profit tourist organizations to improve pay employees, increase employment of local residents, and indirectly. Indirect effects of tourism on quality of life of local people expressed through the creation and development of infrastructure, service in tourist regions. The humanitarian function of international tourism is to expand horizons and develop its human intelligence, promoting peaceful relations between nations.

The thesis made the conclusion that in a changing market environment of international tourism management needs. In our view, the most appropriate under the management of tourism activities to understand set of principles and methods of the tourist complex, developed and applied to improve its efficiency and increase income.
