Terrorism Expert Overview Of Un Peacekeeping Recent Terrorist Attack

As the UN peacekeeping force reels from a recent terrorist assault on a guesthouse

in the Afghan capital Kabul, leaving five UN peacekeeping staff dead.

A terrorism expert outlines the difficulties of combining peacekeeping & countering terrorism in volatile regions.

The British American security expert advocates increasing the personal security of all UN peacekeeping terrorist targets as terrorism threats & the terrorist alert status increases.

In the space of one week we have witnessed two decisive Taliban strikes against high profile peacekeeping forces.

The slaughter of five British soldiers, and the wounding of eight others by a rogue Afghan police officer, and the killing of five UN peacekeeping staff slaughtered by Taliban terrorists.

The UN remains in turmoil after the recent terrorist assault last week on a guest house which saw five of their personnel killed in a terrorist attack which granted the Taliban global media coverage.

It is a sad state of affairs when legitimate UN peacekeeping staff are designated as legitimate terrorist targets.

Every professional terrorism expert and threat expert must be questioning the level of personal security afforded to our peacekeepers tasked with the provision of countering terrorism, and managing terrorism threats as we seek to eradicate those responsible for the war on terror.

Even though the terrorist alert status will be elevated, one also has to question the role of UN peacekeeping staff in relation to terrorism and counterterrorism in Afghanistan and Iraq.

At the very least if we expect our peacekeeping hero's to be actively engaged in combating terrorism and counterterrorism, then we should at least ensure they are provided with the very best personal security measures.

The British American security expert states that every professional threat expert understands that the foundation cornerstone of any personal protection plan, is top quality access control.

Although our military fighting forces and peacekeepers are among the most professionally trained troops in the world, our commanding officers need to go back to basics when considering basic personal protection.

We are no longer fighting a conventional war where the enemy dresses in different coloured uniforms and we fight from opposite sides of a combat field. The Taliban and al Qaeda fight an insurgent's war of hit and run.

They have mastered the cowardice art of detonating improvised explosive devices from a safe distance. They are also adept at infiltrating organisations specifically those in place to counter terrorism threats.

Due to high levels of corruption and low rates of pay, the Afghan army and police forces are wide open to terrorist infiltration. Although the Taliban are designated as primitive fighters, they operate with modern state of the art weapons and receive professional terrorist training.

One other specific advantage, is that they are fighting on their own turf which provides them with a definite advantage over our troops.

Following this recent terrorist attack on the Kabul guest house, the UN peacekeeping force have taken a conscious decision to relocate 600 UN staff from Afghanistan.

A UN spokesman stated they were temporarily relocating over 50% of its staff after the most direct attack on UN peacekeeping staff in Afghanistan in over 50 years of involvement in the country.

The UN spokesman indicated that most of the UN peacekeeping will be relocated for four to five weeks while the UN finds safer accommodation and provides increased safety and security.

During the October 28 attack, Taliban gunmen wearing suicide vests stormed a private guesthouse killing five UN workers and three Afghans.

The Taliban were quick to claim responsibility stating they purposely attacked UN staff as legitimate terrorist targets because of their involvement in the recent presidential election.

The Taliban had already caused massive disruption to the UN peacekeeping organisation forcing them to place much of their work on hold as officials are tasked with increasing staff protection.

This disruption follows the suspension of most of the UN work in north-west Pakistan due to increased terrorist targeted attacks.

From a terrorist success perspective, the Taliban are clearly achieving significant results against the coalition forces and the UN. From a publicity perspective, the Taliban and al Qaeda's recent successes are proving invaluable for gaining global media publicity.

Every terrorism expert knows that publicity is the lifeline of these terrorist organisations. Every time the media broadcast a terrorist attack which succeeds, the ranks of new Taliban and al Qaeda recruits swells.

The British American security expert is on record as stating the war in Afghanistan can only be considered as a medium to long term involvement.

Countering terrorism is never an easy task, especially in an overseas destination teeming with terrorists and insurgents. By definition the terrorist alert status goes through the roof.

One thing is certain, the only way to combat global terrorism originating in Afghanistan is to continue to maintain a strong presence.

During this presence we must continue to educate, train and mentor members of the Afghan Army and police force so they can ultimately take full control of their own country. Only when this is achieved can we consider a tactical withdrawal from Afghanistan.

In the meantime every threat expert knows we will have to improve the personal security plan for our peacekeepers because terrorism and counterterrorism will always prevail in Afghanistan.
