In order to gain the sponsorship of the state, you will need to lodge a separate application to the appropriate authority of the state in which your business is based.
You will need to meet the health and character requirements in order for your application to be granted. This often means an x-ray, a blood test and a fair bit of time sending forms to the police so they can vouch that they have not caught you for anything as far as they know.

What Are The Benefits Of This Visa?
If your application is successful, your visa will be upgraded from an Australia Skilled Migrant Work Visa to a State sponsored business visa. This will allow you to live in Australia for 5 years as a permanent resident. You will be able to sponsor your family to come with you, and they will have rights to work and study in Australia. You will have access to government healthcare, although you will not be eligible to receive either social security payments, nor any family assistance although these sound like rather large restrictions, if your business is successful enough to merit your being sponsored for this visa, you probably would not need these things anyway.
Although your State sponsored business visa is a definite upgrade from the Australian Skilled Migrant Work Visa, or any other more short term Australian work visa, it is still important to note that it is still not a permanent visa. Although you will be able to live and work in Australia as a permanent resident, this status is not infinite you will still need to apply for a different visa or permanent residency within 5 years time in order to be able to stay.
