To start with you will need to have a small committee. A maximum of six members would make it ideal. It is important to have multiple opinions and not just one person to handle the briefings, the visits to the music shop and the implementation of feedback. Know who you are supposed to go to in the church for the final call on the organ.
Make sure that your committee is one you can rely on. They should have sound knowledge of music. Anyone experienced with the pipe organ would be a blessing. It is the job of the head of the committee to educate everyone on pipe organs with videos and sound clippings. A few visits to other churches to see what they have, is also a good idea.
Organize a timeline within which to buy the pipe organ. This should encompass all the work involved, from setting up the committee, to recce visits, to fundraising and then the final installation of the organ. Stick to it as far as possible. When you are looking at a pipe organ, it should not only be about sound, but about how it looks in your church, its quality, its expected shelf life and the space that it needs. At this time, it would be a good idea to have one or two organ instructors come in to advise you on your needs. They will help you assess the material you require, the pipes that have to put in. Overall they will be able to judge the quality of work that goes into the pipe organ.
