The government is considering a new system of iron ore royalty based on iron content in the ore. The move will impact the business plans of companies such as Tata Steel, SAIL, Posco and ArcelorMittal, but increase the government's revenues. High-grade ore with over 62% iron content will bear the highest levy under the new system of ad valorem royalty . The rates are yet to be decided. "The current system of royalty is not sufficient to capture windfall gains of miners, which acts as an incentive for them to resort to illegal mining. The ministry of mines is looking into the issue and would consider introduction of a slab system of royalty," a government official involved in the process said on condition of anonymity. At present, a uniform ad valorem royalty of 10% is levied on all grades of iron orelump, fines and concentrates. This system replaced an earlier regime where iron ore attracted a fixed duty ranging from Rs 13 per tonne to Rs 27 per tonne, depending on quality.
