The need for regulation
When sunbeds were not regulated many people (even young teenagers) were exposed to high amounts of harmful UV radiation. Increased exposure to UV radiation is known to increase the risk of a various skin conditions, including melanoma (skin cancer); the cost of lack of regulation has been high and decades later there is an increase in these skin conditions.
Regulation of sunbeds was slow to happen and during the first ten years of enthusiastic use', there was no regulation.
