1. She is not single.
Some women won't straight up tell you that they are in a relationship, they'll just turn you down. Just because you see a woman in a bar or a club, it doesn't mean that she doesn't have a man in her life. Some women just like to go out without their boyfriend and so, you might run across a situation like this. The other thing is that some women are kind of in between being single and not being single. Kind of the "it's complicated" relationship situation where there is a guy who they want to be with, but they are not really sure where they stand.
2. She felt no attraction/connection to you when you met her.
This is probably the most common reason why. If you don't make her feel attracted or at least connected to you, then you probably are not going to hear her say yes to going out on a date with you. You have to give her some reason why she would want to spend time with you and that reason has to be related to her feeling either attracted or connected to you, or really, both.
3. She is playing hard to get with you.
Sometimes this happens. You will know for sure that she is single, and you'll know for sure that she likes you and still - she ends up saying no to going out with you. If this happens, all you can do is shrug it off and play the game. Don't let it turn you into a guy who is going to beg for a chance to take her out, because that usually doesn't work out well. Just shrug it off and keep flirting with her and then wait until the time is right and ask again.
