A large part of creating a budget is to establish the number of guests who will be invited. That will create a definite head count and allow the proper amenities to be provided.
Once the budget is set, you will of course need to find a location in which to hold the wedding ceremony. Obviously, availability is key, so it is important to get a hold of your desired place as soon as possible. It is not much different than booking hotels and transportation when planning a vacation. Waiting until the last minute to stake your claim greatly increases the risk that it will be unavailable on the date you are looking for. Even if lodgings and chapels are still to be had, they will probably be more expensive at that time and cut into the budget that you made at the start.
The wedding reception is almost as high on the list of importance as the ceremony itself, so it is important to rent a hall or recreation room that is adequate for your needs. Aside from the budget, this is where the guest count is especially important. Based on the number of guests, you can book a room that is large enough for the reception as well as decide what kind of catering you will choose and how much to buy. This is also the time you will want to start calling around for a DJ or a band.
There are of course other priorities such as wedding gowns and wedding colors, but these decisions do not take as much time as everything else. If you start with the essentials and work down the list from there, the wedding will go much more smoothly and everyone will leave with a happy memory.
