Charlotte. The bigger the city (more traffic) the higher the cost will be. Well, the northeast coast covers about 5 states maybe? I son't know all of them but you want to go to a smaller city not like New York to rent cars cheaper. Good luck and enjoy your trip. It really varies by company.
