Soak the effected area of your men shirt in kerosene or in paint thinner till the time paint starts to get loosen up, you can repeat this act again and agin till the time most of the paint is removed with the help of fresh paint thinner each time. Once most of the paint is removed you can follow the above steps which have been explained to remove water paint.
