Search Engine Optimisation
Most web designers don't know anything about SEO which is a real problem. Search Engine Optimisation is always overlooked when designing and developing a website. You MUST ask the web designer if he has an understanding of SEO, if he doesn't then tell him that he will need to brush up on the specifics before he develops your website. If he designs your website with no SEO in mind, it's quite possible that you will have to pay someone in the future when you want to have Search Engine Marketing Done. There are various things througout the website making process that need to be implimented, if these aren't done, your website will suffer severely in the search engines.
Design Quality
Does the designer have a portfolio? Are his designs modern? Don't be nice to the designer for the sake of it and always get a second opinion on his work. You may or may not have a good idea of design so always find someone to help you if this is needed.
Experience
Actual experience isn't always needed, but the designer should have completed a few projects before to give you an idea of what they are capable of. Usually the more experience the better but don't worry if they are a beginner, talent does count for something!
