As a matter of fact, nobody can give you consent to send email to an address if not the person whom the address belongs to and then they must exactly give that authorization to you.
Indeed apart from this, everything else should be avoided and treated as SPAM. For an effective list building, you should be prepared to build your email list yourself and not buying them.
