Halliburton Faulted Over Cement Job
BP PLC's internal investigation asics shoes into the Deepwater Horizon disaster
puts considerable blame on Halliburton Co., which developed and pumped the special cement supposed to seal the bottom of the well that ended up spewing millions of barrels of oil into the Gulf of Mexico.BP concluded that the cement failed to do one of its main jobs: preventing natural gas from flowing into the well. This was the first in a chain of failures that led to the deadly explosion in April, the report says.
Once natural gas got into the well, a series of other failuresboth human and mechanicalallowed it to rush to the surface, where it ignited, killing 11 workers on the drilling rig and unleashing the worst offshore oil spill in U.S. history.

Halliburton, which has so far managed to deflect most criticism of its work on the well, condemned the report for what it called "a number of substantial omissions and inaccuracies." Halliburton didn't provide details of these purported errors, but said its work was "in accordance with BP's specifications" and that the company was "fully indemnified" for any alleged failures on its part.
BP's investigators commissioned a test of the specialized cement foam Halliburton developed for the well. The test found that the foam, which consisted of light cement injected with nitrogen, was "likely unstable." The foam probably did not block off the bottom of the well, the report said, and could have contaminated a non-foam cement barrier further inside the well, causing it to fail.
BP said the tested foam broke down faster than it should have. When that occurs at the bottom of a three-mile deep well, "you're going to have problems," said Kent Corser, a BP investigator.
BP strongly criticized its own employees for failing to determine if the cement had set properly. The report suggests they could have run additional tests to determine if the cement had developed channels that would allow gas to flow through it.
The test on the cement was performed at CSI Technologies in Houston. The laboratory didn't have access to actual samples from the well, as those have been sealed by court order. The BP team said it asked Halliburton to provide the exact formula so the cement could be replicated, but Halliburton declined. The lab recreated the cement itself.
The test drew criticism from some industry experts. Because the cement tested was not necessarily the same as that used, the test was irrelevant, said Robert MacKenzie, a former oil-industry cement engineer now at FBR Capital Markets in Arlington, Va.
CSI is a unit of Superior Energy Services Inc., a New Orleans, La., oilfield-services company. Superior referred questions Asics Onitsuka Tiger Couple Casual to CSI's president, Fred Sabins, a former research manager for Halliburton, who did not respond to requests for comment.
Superior said its second-quarter earnings came in higher than analysts expected, in part because of its work for BP on the oil-spill response, including efforts by another Superior subsidiary, Wild Well Control of Houston, to contain the spewing well.
The report could shift some of government investigators' focus away from BP. At recent federal hearings on the disaster, lawyers for BP and Halliburton have sparred over BP's decision to use only six centralizers, which hold steel pipes inside well bores, rather than the 21 Halliburton had recommended. Now investigators are likely to zero in on the cement mixed for the well.
Tadeusz Patzek, chairman of the petroleum engineering department at the University of Texas in Austin, said the BP report was "a work in progress."
